About the Editor Peter E. Moffa is a principal of Moffa and Associates of Syracuse, New York, a consulting firm specializing in water quality investigations and stormwater and Combined Sewer Overflow (CSO) technology. An active member of the Water and Environment Federation with more than 25 years of experience in stormwater and CSO engineering, Mr. Moffa has participated in major EPA–sponsored demonstration projects, directed hundreds of industrial facility and municipal plans, and been involved in the ## pollution abatement facilities.
