About the Authors Captain John W. Hosty and Patricia E. Foster are principals of Certa, Inc., in Burlington, Ontario, Canada. Together they coordinate and present workshops and seminars on Hazardous Materials Spill Management throughout North America. John is a former spill control manager and emergency response coordinator, he oversaw effective responses to several transportation and marine spill incidents. Capt. Hosty is the former executive director of the first Hazardous Materials Management degree program in North America, at the University of Findlay in Ohio and coordinator of Safety and Environmental Programs at Lambton College, Sarnia.
