Shooting to Kill?: Policing, Firearms and Armed Response

In a few terrifying moments at the Stockwell Tube station in 2005, eight shots fired by armed police officers ended the life of an innocent Brazilian, Jean Charles de Menezes. This incident resulted in the termination of a cautiously developed compromise regarding the arming and deployment of police officers, and the ‘rules of engagement’ within which they operated. The Independent Police Complaints Commission subsequently called for a thorough and wide–ranging public debate about the police use of firearms in the UK.

Peter Squires is Professor of Criminology and Public Policy at the University of Brighton. He has published a number of books, including Gun Culture or Gun Control and Community Safety. Squires’ recent work has focused upon gun crime and policing, and gangs and anti–social behaviour.
Peter Kennison is a Se nior Lecturer in the Department of Criminology and Sociology at Middlesex University. He is also Undergraduate Programme Leader for Criminal Justice and Criminology, and Policing. Kennison was a police officer in London for over 25 years.
